I think there is a quite easy way of reworking this - think a moment about what a free Province Investment is basically.a gift of a sum of Political Influence, only limited to a certain decision how to spend it. Not sure if I want to lose the the construction cost and tax bonus for one free provincial investment every 5 years if I had a ruler with 11 finesse and could gain two, it would be tough. This is widely considered as the most powerful deification bonus you can get (1-2 free Province Investments per 5 years) and on top, the scaling (1 Provincial Investment for any ruler with a Finesse stat of 0-10 and 2 for anyone with 11 or more) is problematic: Even really bad choices get already a very strong effect - and immersive and "good" choices completely overpower it by doubling. Too bad Pluto (the roman equivalent of Hades) doesn't give provincial investment (only mercury does), only worthless flat bonus of money.
